Their thinking is that the illegal black market on drugs creates "criminal career opportunities" for drug lords like Pablo Escobar, who they compare to Al Capone during the days of alcohol prohibition. Also observe that people who are going to be addicted to heroin are going to be addicted anyway regardless of whether it's legal or not...

of course it does. but i stil don't know that i am comfortable making these drugs legal. i gues in a way making it legal gives it some legitimacy
